An expert at government affairs and congressional oversight, Raben Principal Candyce Phoenix brings nearly 15 years of experience at the federal and local level to the firm’s Government Affairs practice.
Before joining Raben, Candyce was Washington, D.C.’s deputy attorney general for policy and legislative affairs, where she led the office of the attorney general’s legislative work. Candyce previously served as senior counsel and senior advisor to the U.S. House Select Committee to Investigate the January 6th Attack on the United States Capitol. In that role, she was a member of the senior management team and led investigative inquiries into social media companies, law enforcement, and violent militias. Candyce was also impeachment counsel to Congressman Jamie Raskin during the second impeachment of President Donald Trump.
Prior to handling matters related to January 6th, Candyce was Chairman Raskin’s staff director for the House Oversight Subcommittee on Civil Rights and Civil Liberties, where she handled oversight efforts regarding voting rights, criminal justice, immigration, eminent domain, the rise of violent white supremacy, and the 2020 Census. Previously, Candyce served in the U.S. Department of Justice’s Civil Rights Division, where she helped litigate cases to extend protections for LGBTQ+ Americans, and in the U.S. Department of Labor, where she handled both internal and external administrative and employment matters for the Office of the Solicitor.
Candyce earned her juris doctor from Harvard University and her bachelor’s degree from Columbia University. Candyce is a second-generation native Washingtonian, a cat lover, and a frequent comic con attendee.
